Senior Associate
Julien Tuyau joined LEGIS and Partners as a Senior Associate, after gaining extensive experience within public and private institutions in Mauritius, particularly in the sectors of energy, infrastructure, and regulatory affairs. He focuses primarily on corporate law, public law, contract law, and institutional governance.
Julien has advised several public bodies on strategic matters relating to regulatory compliance, public procurement, public-private partnerships, and the structuring of major projects in key economic sectors in Mauritius. He has also contributed to initiatives related to energy transition, foreign direct investment, and good governance.
With his dual understanding of both legal and economic challenges, Julien assists institutions and private investors alike in the implementation of their operations. His rigorous approach and ability to anticipate legal risks make him a trusted advisor for high-impact and complex projects.
He also works on employment law, administrative litigation, and regulatory compliance, particularly for organizations operating in sensitive or highly regulated environments.
Prior to joining LEGIS and Partners, Julien served as Head of Legal at the Central Electricity Board (CEB), where he led strategic legal matters involving renewable energy, Power Purchase Agreements (PPAs), sectoral regulation, and the modernization of the energy legal framework in Mauritius.
Julien also served as an advisor to the Attorney General of the Republic of Mauritius, contributing to high-level institutional matters and legislative reform initiatives.
Julien also has a strong background in journalism and communications. He was one of the first multimedia journalists in Mauritius and played a key role in launching lexpress.mu, the country’s first online news platform. He has served as editor-in-chief in both Mauritius and abroad and worked as a media consultant with UTV Belfast in the United Kingdom. His institutional communication expertise, combined with his legal acumen, enables him to assist clients in managing crisis communications and reputation management.
